UBC Governance 

The government of this body shall be vested solely in the members. It shall be subject to the control of no other ecclesiastical body.  All meetings of the church as a whole, committees, councils, and/or other groups shall be open to any of the members, except as provided for in the Bylaws.  Any individual wishing to attend a committee, council, or other group meeting shall notify the chair of his or her desire to participate prior to the scheduled meeting.The Constitution and Bylaws provide that governance is delegated to two bodies, the Active Deacons and Trustees with the Deacons having primary governing authority.  Currently each of these bodies meets monthly and makes reports to the congregation at quarterly or specially called business meetings.  Final authority regarding all decisions, policies, and procedures rests with the congregation.    

Deacons
The Active Deacons are the primary governing body at UBC. Deacons are nominated and elected for three year terms by the congregation. Members of UBC, both male and female are eligible. One third of the Active Deacons are replaced each year. Anyone going off the Active Deacon body is ineligible to serve of one year. Deacons are responsible for implementation of the church's mission statement. They oversee the work of the ministry areas, and work closely with the pastor and ministerial staff. The Chair of the Active Deacons serves as the Church Moderator at church business meetings. 

Trustees
Responsibility for the church's physical plant, legal and financial matters has been delegated to the Trustees. They are also nominated and elected to three year terms by the congregation.  As with the deacons, both men and women members are eligible to serve, and one third of the Trustees are replaced each year.  Anyone rotating off is ineligible to serve for one year.

Personnel Committee
The Personnel Committee is composed of three members from the Active Deacons and three members from the Trustees. This committee maintains the Staff Handbook, reviews all matters relating to benefits, performance evaluation, compensation, and makes recommendations to both the Deacons and Trustees.
